Translating often means 2 things:
- Your site language is not English and you want to localize it into your own language like French, Italian.. This process is called localization.
- You want to build a Multilingual Site with different languages: English, French, Italian..

Localization
Fox comes with Quick Translation section in Customize > Quick Translation. There you can translate very basic words like Next, Previous, Keep Reading.. without installing additional plugins.
In case you wanna translate/localize the theme fully, please consider to install & use plugin like Loco Translate or TranslatePress.
Building Multilingual Site
For this, you’ll need to use some plugin like WPML (premium) or Polylang (free).
